The "Hazard and Risk Science Base (HRSB)" at the Beijing Normal University is funded through the "Expertise-Introduction Project for Disciplinary Innovation of Universities" also known as the '111 Project' initiated jointly by the Ministry of Education and the State Administration of Foreign Experts Affairs, China, In November 2007, the HRSB was formally approved to start on January 2008.

The goals of the HRSB Project are threefold:

1. To build a strong research group based at BNU, which would be productive and well-connected to the international arena;

2. To develop 3-5 interdisciplinary courses for post-graduate education in the fields of disaster and risk science;

3. To facilitate publication by Chinese researchers in premier international journals and promote their involvement in major international meetings and conferences, as part of a general capacity building effort.

The HRSB at Beijing Normal University is set up at the Academy of Disasters Reduction and Emergency Management (ADREM), which is authorized by the Ministry of Civil Affairs of China (MOCA) and Ministry of Education of China (MOE). The Academy strives to be a national research base and talent cultivating center for disasters reduction, risk governance and emergency management in China.
